Compared to Star Wars Minis and Mechwarrior, does this game cost a lot? How many boxes do you have to go through to get a good playable army?

I really doesn't cost alot to start playing, collecting is a diffent story. :-)
I'd say 3 or 4 booster packs would be enough to get started. Plus people will trade with you for stuff you want.

I had an extremely playable two hundred point CG warband after two boxes and two trades. 'Course it was at that point everyone said "I like epic" in foundation-shaking unison.

Warbands are divided by alignment.

Lawful Good
Chaotic Good (CG)
Lawful Evil
Chaotic Evil

Only monsters and characters of the same alignment can be grouped into a warband.(of course there are some exceptions as always)
